DRAFT AGENDA OF THE FIFTH SESSION OF THE COUNCIL OF THE PUOICM Yaoundé – Republic of Cameroon 13 - 14 Zulqidah, 1423H 17 – 18 January, 2003 1. Adoption of the Agenda and the Programme of Work of the Session. 2. Report of the Secretary General of the Union presented to the Council. 3. Consideration and Adoption of the Reports of the 7th and 8th Meetings of the Executive Committee. 4. General debate on the following subjects: POLITICAL MATTERS: a) Al-Quds Al-Sharif, Palestine and other occupied territories of Syria and Lebanon; b) Combating terrorism under the umbrella of the UN and reconfirming the legitimate right to resist occupation and foreign aggression by all individual and collective means according to Article 51 of the UN Charter and further documents and measures of liquidation of colonialism and racism. c) The role of the PUOICM in the reconstruction of Afghanistan in political, economic and social fields. ECONOMIC MATTERS: d) The impact of the deteriorating global economic situation on developing, and particularly, Islamic countries. CULTURAL MATTERS: e) Promoting Dialogue among civilizations, with special emphasis upon countering western campaigns against Islamic values. 5. Adoption of the following documents of the Union. a) Draft Staff Regulations of the PUOICM as proposed by the Executive Committee. b) Harmonizing the Financial Regulations through out the Union’s documents as approved by the 7th Meeting of the Executive Committee. c) Amendments to Article 11 of the Financial Regulations pertaining to the non-payment of contributions by Member Parliaments to the budget of the Union. (Recommended by the 7th Meeting of the Executive Committee) d) Amendment to Rule 4 of the Rules of Procedure of the Council with a view to allowing the convening of coordination meetings of the PUOICM on the side line of the International and Regional gatherings. (Recommended by the 7th Meeting of the Executive Committee) 6. Financial Matters relating to the following documents of the General Secretariat of the Union: a) Approval of the Report of the Financial Control Committee (FCC) on the Final accounts of the fiscal year of 2001. b) Taking note of the financial situation of the current fiscal year of 2002. c) Approval of the Proposed Budget for the fiscal year 2003. 7. Election of the Bureau of the 6th Session of the Council of the PUOICM: - - Chairman (From the Asian Group) - Vice-Chairman (From the Arab Group) - Vice-Chairman (From the African Group) - Rapporteur. 8. Date of the 6th Session of the Council preceding directly the 3rd Session of the Conference, due to be held in the Republic of Senegal during the year 2003. 9. Adoption of the Report and Final Declaration of the 5th Session of the Council. 10. Any other business.
