Report of the Procedural Meeting of

the Fourth Union Council
Rabat - Kingdom of Morocco
10 Rajab, 1422 (28 September 2001)

1. Pursuant to the approval, by the 2nd Conference of the Union, of the composition of the new Union's Council (see Paragraph 17 of the Report of the 2nd Conference), a meeting of the new Council was held in the House of the Parliament of Morocco in the afternoon of 28, September, 2001, in the presence of Mr Ibrahim Auf, the Secretary General of the Union and Ambassador, Mohammad Peyrovi, the Assistant Secretary General. The purpose of the Procedural Meeting of the Council was to elect the members of the Bureau of the Council.

2. The Secretary General informed the Council that on 25, September, 2001, he received a letter from Honorable Mr. Cavaye Yeguie Djibril, Speaker of the National Assembly of the Republic of Cameroon. The letter in essence expressed :

i- His Excellency's desire to chair the Fourth Union's Council ;
ii- The readiness of the National Assembly of Cameroon to host the Fourth Union's Council in Yaounde,

The Secretary General noted that the request for the Chairmanship of the Council was presented within the legal time-limit, that is, 24 hours prior to the meeting, and that it was the only request, presented to the General Secretariat. He then invited the Council members to voice their opinions regarding the above request and offer.

3. By means of a round of applause, the Council expressed its unanimous consent to the said request and offer.

4. The Secretary General invited the Council to elect the remaining members of the Bureau, namely: two Vice-Chairmen and a Rapporteur.

a. The Council showed, by means of applause, its approval of the nomination, by the Arab Group, of Honorable. Salim El-Zaanoun, the Chairman of the Palestinian National Council, as Vice-Chairman.

In view of the absence of the Chairman-elect, the Secretary General invited Honorable Salim El-Zaanoun, to assume the Chairmanship of the meeting, congratulating him on his election as Vice-Chairman.

b. The Council also approved, by means of applause, the nomination, by the Asian Group of Dr. Amalbek K. Tshan, a member of Kazakhistan Parliament, as Vice-Chairman of the Council.

c. With a round of applause also, the Council consented to the nomination by the Arab Group, of Mr. Mohammed Ali Assatry, a member of the Shura Council in Bahrain, as Rapporteur.

5. The Secretary General congratulated the new members of the Bureau of the Council, asserting his readiness to fully cooperate with them. He pointed out that the Statute of the Union stipulates that the Chairman of the Council also assumes, ex-offico, the Chairmanship of the Executive Committee. He also added that he would make all the necessary contacts with the newley elected Chairman of the Council, in full coordination with the new members of the Executive Committee whose nominations have recently been approved by the Union's Conference (see Paragraph 16 of the Report of the 2nd Conference), with a view of determining the date and the venue of the 7th Executive Committee Meeting.

6. A brief clarification intervention was made by the delegation of the Kingdom of Saudi Arabia concerning the amendments that the Financial Committee, set up by the Council during its Third Session, inserted in the Financial Regulations of the Union.

7. The Vice-chairman of the Council presented his congratulations to the members of the Council for their election, wishing them success in their endeavors. He thereafter declared the Procedural Meeting of the Fourth Session of the Union Council adjourned.

8. Appended to the present report is a list featuring the names of the new members of the Union's Council, and another list featuring the names of the new members of the Union's Executive Committee.
